Vacancy Description:
Our Client is a leading Environmental/Asbestos consultancy providing asbestos solutions for industrial, commercial and residential properties throughout the UK and is a UKAS accredited consultancy. They are now seeking a Technical Manager to cover the South East region. The successful candidate will be responsible for technical supervision of Analysts/Surveyors and all matters relating to the quality assurance, including technical procedures, validation of test methods and staff training/development required to maintain the company's UKAS accreditation
MAIN FUNCTION OF THE JOB
Management:
As a technical manager, the post carries quality, technical and some operational management responsibilities to include the supervision and organisation of staff, work output and efficiency, health and safety, planning and problem solving. Has responsibility (as technical manager) for technical standards and quality control relating to all aspects of the asbestos business.
Operational:
Assisting with the efficient running of specific aspects of the Asbestos Department and supervision of staff therein. This includes supervision of the following sections, site survey teams, site and laboratory analysts, all sites concerned with asbestos monitoring and work within the designated asbestos laboratories.
Quality/Technical
As technical manager you will be responsible for ensuring that all quality requirements are met including internal and external quality controls schemes. Have responsibility for ensuring that all work carried out by analysts/surveyors meet with the requirements of the department UKAS accreditation including developing internal audit schedules and calibration of equipment records. Review and assist the site quality manager with updates and amendments to the "In House" methods and quality policy that may be required.
DUTIES: Administrative:
Health and Safety:
Ensure the safe operation of the asbestos laboratories at all times to include the general condition of instrumentation and other equipment, use and storage of hazardous materials, work procedures, staff conduct and training.
Monitor laboratory and site environments with reference to health and safety.
Ensure the safe operation of designated sites upon which Company personnel are engaged at all times.
Ensure all staff follow appropriate procedures, to include decontamination, general cleanliness, operational effectiveness and to ensure the correct use of and maintenance of all safety equipment.
DUTIES Supervision:
Authority.
Has operational authority to ensure client requirements are carried out within specification and on time.
Work Allocation
Has authority to allocate work to staff according to their competence, equipment
availability and customer priority.
Monitoring:
Work directly with the Deputy Operations Manager to maintain and monitor productivity
and other parameters related to the efficient management of the department.
Training:
Assess training needs and conduct staff training, to include induction training. With
special reference to industry standards, design appropriate training solutions, evaluate and
validate all technical training.
DUTIES: Managerial.
Purchasing
Is authorised holder of a company fuel card. Is authorised and responsible for the use of an allocated company car. Is authorised to purchase (subject to approval form the operations manager) laboratory consumables, operational and health and safety equipment as is required for the safe and efficient running of the business.
Strategic
Has formal planning input allowing free flow of ideas and common objectives. Assists departmental manager during planning process on technical and quality matters.
Problem Solving.
Assists with the resolution of technical problems or methods to reflect current best practice.
Provide consultancy back up on new methods and interpretation of results.
Internal resource to all staff on technical asbestos and environmental matters.
Interface with all other Departments and staff to ensure continuity of sample analytical requirements.
Design and implement systems that meet the analytical turnaround times required by the client.
DUTIES Operational:
The overall second line management of the laboratory and site based functions of the asbestos department. To include:
Performing safely in the laboratory
Performing safely whilst on site activities
Assisting with the allocation and organisation of all work handled within the department. To include:
Building surveys for asbestos in accordance with current legislation that are required as
part of the business role within the company:
A Type 1 Presumptive surveys
B Type 2 Semi intrusive surveys
C Type 3 Full intrusive surveys
Follow authorised procedures for surveying and all sampling activities.
Attend site(s) off the laboratory premises as required to do so for the purpose of sample
collection.
Supervision of asbestos removal works and associated air monitoring as required
To work, when required to do so, within the office/laboratory and carryout duties required
therein.
The duties shall include booking in samples for analysis and production of survey reports.
Wherever appropriate and where available to use all computerised information and data handling
systems to which you have authorised access. This would include the use of other new
technology systems as and when they are introduced.
Ensure all staff follow authorised procedures to include cleanliness of the work area, operational
effectiveness, the correct use and maintenance of all instrumentation/test equipment including the
use of company vehicles.
Provide technical information to management and clients.
Maintain satisfactory RICE rating for fibre counting.
Comply with all the requirements of the laboratories quality systems and future systems
requirements
Other duties that may be necessary, as the position develops to meet future requirements
The above duties assume mobility and flexibility to fit in with the general scope of your duties
and procession of a clean, valid driving licence.
The above duties assume that the required standard of work development has been achieved
through the satisfactory completion of the training programme and if necessary attendance on
external training courses.
